A Walk in the Park?

We aren’t really sure what’s going on with this scene here, but there’s definitely a man with his head under a bride’s dress. What’s confusing is what’s going on around them, where they are, and what the man is looking for.

They appear to be in public, not at their ceremony as the people all around them are not dressed for a wedding. The bride is on the phone, but there appears to be a professional cameraman filming this. Then there is the question of the man with his head under the dress. Who is he and what is he looking for?
