5. Jim Plunkett
Here’s how you know that, even though he has two Super Bowl rings, Jim Plunkett wasn’t actually all that great of a quarterback: he is the only eligible quarterback to start (and win) two Super Bowls without being inducted into the Pro Football Hall of Fame. Plunkett was the #1 overall pick in the 1971 NFL Draft by the New England Patriots, and by 1975, they had already drafted his replacement. The Patriots traded him to the San Francisco 49ers for four draft picks, and the 49ers subsequently released him less than two seasons later.
The Raiders signed Plunkett as a backup quarterback, and he only played in his two Super Bowl appearances because the starting quarterbacks were injured in both years (Dan Pastorini in 1980, and Marc Wilson in 1983).
